PROJECT 1災害科学国際研究推進プロジェクトInternational Research Institute Project on Disaster ScienceTohoku University Reconstruction Action東北大学復興アクション都市復興過程のモニタリングと定量化東日本大震災による被害を把握するうえで、都市（集落）の形成過程の理解は欠かせません。そのため、震災以前の住宅立地の変遷、被災状況、復興計画の策定過程、復興状況などのモニタリングと情報収集を実施しています。また、仮設住宅や復興住宅の建設データを用いて、復興過程を定量化することにより、地域間比較が可能になりました。これらの成果は将来的な防災戦略に役立てられます。災害ストレスの緩和・低減のための心のケア被災地域での健康調査等により、東日本大震災による災害ストレスが被災者のメンタルヘルスに及ぼした影響を明らかにし、回復の促進・阻害要因を特定しました。また、精神医療保険機関の被害の実態と教訓を明らかにし、その成果を災害時のメンタルヘルスケア対策、精神医療保健機関の災害への備えの方策に反映させる取り組みを行っています。環境・社会Environment/Society内分泌自律神経EndocrineAutonomicsystemnervesystem身体免疫BodyImmunesystem被災者の健康増進、被災地の精神保健福祉の遂行に有用な情報の集積・発信Share useful information about improving thehealth of disaster victims and the accomplishmentsof disaster areas’metal health and welfare.2013年11月にフィリピンを襲った台風ハイエンに関する調査災害科学国際研究所では、突発災害の緊急調査も行っています。高潮や暴風の影響と同じように、住宅の質や高齢化、貧困、教育等の問題が台風被害の拡大要素となっていることがわかりました。途上国においては、防災教育の充実がより一層重要になってきます。精神PsychiatricdisorderStrategies for mental health care inpost-disaster settingsWe have investigated impact of GreatEast Japan Earthquake on mentalhealth conditions of survivors, andmental health care system, andextract information useful to improvestrategies for mental health care inpost-disaster settings in multiplelayers, and disaster preparedness ofmental healthcare organizations.基礎医学・臨床医学関連学問分野の研究アプローチClinical and Molecularresearch approach災害に関連する精神障害の病態の形成Symptoms of disasterrelated psychiatric disorders回復促進に関わる要因の特定Specific factors affecting recovery災害関連精神障害の効果的な予防・スクリーニング・診断・治療の研究開発Research and develop effective ways ofpreventing,screenings, diagnosing, and treating disasterrelatedpsychiatric health disorders.Urban recovery monitoring andquantitative evaluationA quantitative evaluation method ofurban recovery processes wasproposed based on statistical data ofconstructed houses after previousdisasters. Then urban recovery curveswere developed to evaluate and tocompare prefectural recoveryprocesses after the 2011 tsunami.Monitoring urban recovery, we foundgood practices and problems relatedto urban recovery.災害と「生きる力」プロジェクト被災者の証言を、認知心理学・脳科学などさまざまな専門分野のメンバーが集まり、人間が持つ危険を回避し、困難を乗り越える「生きる力」を研究しています。Disaster and the"Power to keep living" ProjectMembers of our team from variousfields, including cognitive psychologyand neuroscience, analyzed theaccounts of victims of the 2011earthquake. We research the human“power to keep living”that makes usavoid danger and overcome hardship.Survey of social vulnerability anddisaster damage: Typhoon Haiyanin the Philippines in 2013We conducted surveys of buildingdamage and constructed ademographic database of areasaffected by Typhoon Haiyan in thePhilippines. Our major finding is that,aside from storm surge and strongwind, social vulnerability factors suchas quality of housing, aging, povertyand education, influence the level ofhousing damage and the suffering ofthe populace.減災ポケット『結』プロジェクト震災の経験を風化させず次世代へ語り継ぎ、いざという時の対応力を高めることを目的として、東北大学が(株)仙台放送との協力連携のもと実施しています。東北大学の減災に関する研究成果をハンカチに盛り込み、宮城県内の小学校5年生全児童約2万名に配布しました。また、これを活用して、70校3860名を対象に出前授業を行いました。Gensai Pocket "Yui" Project"This project was established in acooperative effort between TohokuUniversity and Sendai Television (Inc)to not let the memories of the 2011earthquake fade and carry the storiesto the next generation. We hope it willimprove the ability to respond tonatural disasters in the future.We plan to incorporate TohokuUniversity’s research findings ondisaster reduction into handkerchiefsand we have already distributed themto approximately 20,000 students ofevery 5th year elementary schoolstudents in Miyagi prefecture. Wealso put this into practical applicationby going and teaching classes to 3,860students in 70 schools.国内外での減災出前授業これまで国内の小中学校等で防災に関する出前授業を行ってきましたが、その実績を活かして2014年からは海外でも活動を実施しています。米国ハワイ（ホノルル・ヒロ）、インドネシア（バンダアチェ・タクロバン）、タイ（バンコク・プーケット）、フィリピン（レイテ島）で減災出前授業を行いました。自然災害発生のメカニズムと自分の命を守る講義の他に、災害認知クイズや避難訓練も行っています。Project Leader Message実践的防災学を通じて減災社会を構築するために英知を結集して被災地の復興・再生に貢献するとともに、国内外の大学・研究機関と協力しながら、自然災害科学に関する世界最先端の研究を推進しています。特に、東日本大震災の経験と教訓を踏まえた上で、自然災害対策・対応策を刷新し、巨大災害への新たな備えへのパラダイムを作り上げるための「実践防災学」の構築を目指しています。災害科学国際研究所長今村文彦Toward resilient society throughaction-oriented research新しい津波避難プロジェクト「カケアガレ！日本」地域特性によって異なる避難課題に対し、地域住民が自ら「選択・組合せ」できる訓練プログラムの「バリエーション（メニュー）」を提案しています。津波避難訓練が繰り返し実施されることで各地域における避難課題が解決されると同時に、避難行動の習慣化（＝“避難する文化”の醸成）を目指します。宮城県岩沼市、宮城県山元町、タイ（プーケット）で活動を実施してきました。これからも活動を広げていきます。New tsunami evacuation drillproject”Kakeagare, Japan!”Tsunami evacuation problems differdepending on the characteristics of theregion. We offer varied evacuation drillprograms in which area citizens can chooseand combine themselves. We aim to createevacuation habits (or an evacuationculture) and solve evacuation problems byrepeatedly implementing such tsunamievacuation drill programs.We have trainedpeople in Iwanuma City and YamamotoTown in Miyagi prefecture, and Phuket inThailand so far. We will expand thisprogram in other areas in the future.Conducting educational programs for disasterrisk reduction in and outside of JapanWe had taught classes about disaster preventionat elementary and junior high schools in Japan,and as of 2014, we also started going abroad toteach these classes. We have held classes in theUnited States (Honolulu and Hilo, Hawaii),Indonesia (Banda Aceh and Tacloban), Thailand(Bangkok and Phuket), and the Philippines (LeyteIsland). We teach courses on the mechanisms ofhow natural disasters occur and how to protectyourself during a natural disaster, as well as givequizzes on natural disaster knowledge and leadevacuation training.Based on the lessons from the 2011 disaster, IRIDeS aims to become a worldcenter for the study of the disasters and disaster mitigation, learning from andbuilding upon past lessons. Throughout, IRIDeS will contribute to on-goingrecovery/reconstruction efforts in disaster areas, conduct action-orientedresearch, and pursue effective disaster management to build sustainable andresilient societies, the IRIDeS innovates the past paradigm of Japan's and theworld's disaster management to catastrophic natural disasters, hence tobecome a foundation stone of disaster mitigation management and sciences.Director of International Research Institute of Disaster ScienceFumihiko Imamura09 10
