総長メッセージMessage from the PresidentTohoku University Reconstruction Action東北大学復興アクション東北復興と日本新生の先導を目指してLeading the restoration of Tohoku and the regeneration of Japan2011年3月11日に発生した東日本大震災は、地震と津波、そして福島第一原子力発電所の事故により、歴史上類をみない複合型大災害となりました。東北大学も建物や研究設備を中心に大きな被害を受けました。私たちは自らの教育研究環境の復旧に努める一方で、大学病院などを中心に様々な緊急支援活動を行い、そして被災地域の中心にある総合大学として、東北の復興と日本の新生を先導する責務があることを自覚しました。震災直後の2011年4月には、全学組織として「東北大学災害復興新生研究機構」を設置し、復興に向けた取り組みをスタートしました。総合大学の強みを生かし、災害科学や地域医療、環境エネルギーなど8つの重点プロジェクトを編成し、それ以外にも教職員が自発的に取り組む100を超えるプランが始動、国内外の様々な関係機関との連携を図りながら全学を挙げて取り組んでいます。そのような中、国連機関や世界各国の政府代表団などが一堂に会し、国際的な防災戦略を議論する「第3回国連防災世界会議」が仙台市で開催されることとなりました。本学のこれまでの取り組みを世界に向けて発信するとともに、世界的に見ても、これだけの大災害を経験した唯一とも言える総合大学の経験と知見を国際社会と共有し、国内外での防災、減災について貢献する重要な機会と考えています。この冊子でご紹介する「東北大学復興アクション」が、まさに私たちがこれまで行ってきた取り組みの軌跡です。この情報を基にして、国内外の様々な機関との連携が更に強化され、東北の創造的復興の実現に向けた取り組みの強化が図られることを期待しています。On March 11, 2011, the Great East Japan Earthquake with its earthquake, tsunami, and subsequently the accident atthe Fukushima Daiichi Nuclear Power Plant was a complex disaster unlike anything ever seen before in history.Tohoku University also suffered a great deal of damage to its buildings and research facilities. We strove to restore oureducational research environment, but at the same time the university hospital was providing emergency supportactivities, and as a university in the heart of the disaster area, we realized we had an obligation to lead the recovery ofTohoku and the rebirth of Japan.Directly after the disaster in April 2011, the "Tohoku University Institute for Disaster Reconstruction and RegenerationResearch (IDRRR)" was established across the campus to begin initiatives toward recovery and reconstruction. Makingfull use of our strengths as a university, we formed eight priority projects including disaster science, communitymedicine, and environmental energy, etc. and in addition, facultymembers m voluntarily started over 100 projects. We are implementingthese projects throughout the campus while coordinating withrelated organizations both inside and outside of Japan.Now four years after the earthquake, Sendai city is holding the "The 3rdUNWorld Conference on Disaster Risk Reduction" in which UNorganizations and representative governmental groups from variouscountries have gathered to discuss international disaster reductionstrategy. Along with communicating to the world about the initiativeswehave been working on, we believe that, as the only university in theworld to have experienced this sort of large scale disaster, this is a veryimportant chance to share our experience and knowledge with theinternational community and contribute to prevention or reduction ofdisaster risk inside and outside of Japan.The "Tohoku University Recovery Action" that we are introducing inthisbrochure highlights the progress of our initiatives until now.
