PROJECT 7地域産業復興支援プロジェクトRegional Industries Restoration Support ProjectTohoku University Reconstruction Action東北大学復興アクション被災地の産業復興状況2012年度からは、被災地の企業を対象に大規模なアンケート調査を実施しています。毎回５千社を超える企業から回答を得ており、ヒト、モノ、カネの観点から得られた多くのデータは、被災地の産業の復興状況や地域経済の分析などに活かされています。このアンケートを今後も継続し、有用な地域の経済・産業データとして蓄積していく予定です。被災地企業の復興状況良いGood3.303.20Restoration of major industries indisaster-affected areasWe have been conducting an extensivesurvey on local companies in thedisaster-affected areas since the 2012fiscal year. Every year, over five thousandcompanies respond to the questionnare.These surveys provide us with usefuldata for analyzing local industries’restoration and the regional economy.Recovery Status Business Condition by Industries被災地における実地調査私たちは、日々復興に向けた取り組みが続いている被災地の実地調査に取り組んでいます。例えば、震災に遭いながらも事業を再開した経営者や被災自治体職員へのヒアリングは、客観的なデータから把握できない被災地の現状と変化を理解するうえで大変貴重です。調査研究の成果の内外への発信地域産業復興調査研究プロジェクトは大学の研究者、自治体等と連携し、研究成果を毎年のシンポジウムと年度末に書籍として発信しています。シンポジウムでは、行政や企業、NPO等による活発な意見交換がされました。東北地域の未来をプランニング地域産業復興調査研究プロジェクトでは、復興研究と政策提言の枠組みの構築を目指してシナリオ・プランニングを実施して、東北経済の復興を左右する分岐点として４つの不確実性を抽出しました。望ましい未来を探り、それを実現する過程をストーリーとして描く試みです。震災から４年、復興の現状を踏まえて、このシナリオを検証する時期になっています。Planning the future of the Tohoku regionThe Regional Industry Restoration ResearchProject conducts restoration research andcreates a framework for suggestions on policy.Through implemented scenario planning, wehave discovered 4 uncertainties that will createturning points that will influence therestoration of the Tohoku region’s economy.We look for desirable futures and try to create astory that will describe the process of realizingsuch futures. The hearings of corporatemanagers who are trying to restore orrestored their damaged companies andofficials of local goverments from affectedareas are very helpful to our research.地域発イノベーション事例調査研究プロジェクト東北地域の事業経営者によって取り組まれたイノベーション事例を発掘し、その軌跡を明らかにすることに取り組んでいます。「地域発イノベーション・カフェ」では、調査事例を紹介し活発な意見交換を行っています。Publication of research outcomein and out of JapanWe cooperate with other universities,research institutions and localgovernments to carry out our research.We publish our research outcome at thesymposium every autumn and in a bookat the end of each fiscal year. We haveactive exchanges of opinions duringpanel discussions at the symposium.地域イノベーションプロデューサー塾地域からイノベーションを起こす人材育成地域イノベーションプロデューサー塾（以下、RIPS）は、地域の中小企業の経営人材を対象に、革新的なイノベーションによる新事業開発を促進し、地域における雇用機会の拡大と産業振興に貢献できるすぐれたプロデューサーを育成する事業です。RIPSは、彼らが未来を創るイノベーションに挑戦して新事業プランを開発し、それを実現していくプロセスを支援しています。Regional Innovation Producer SchoolDevelopment of human resourcesto lead innovation in TohokuThe Regional Innovation Producer School (RIPS)provides training programs designed for executives,successors of local companies and next-generationof business persons in order to develop theirabilities of making innovation happen. Through thisschool we support the creation of new value andactivities leading toward an increase of new jobopportunities in the Tohoku Region throughdeveloping human resources that can contribute tothe revitalization of the regional industries.被災地でのイノベーション事例岩手県陸前高田市で約150年続く醤油醸造企業は、津波で工場が全壊しました。瓦礫の中から見つかった製造レシピと顧客台帳を頼りに、内陸部の企業の協力を得て製造ライセンス契約を締結し、被災から8ヶ月後再建を果たしました。An example of innovative projects in the disaster-affected areaA soy sauce factory in Rikuzentakata-city, Iwate Prefecture, hadbeen operating for 150 years until it was completely destroyedby the tsunami. Miraculously, they found the productionrecipe and customer files in the wreckage and have put it touse.
